US Policy Working Group

 

Charter

In evaluating U.S. policy and legislative initiatives, the Continua US Policy Working Group will be guided by the following principles:

  1. Proactively engage federal and state officials and policy makers to promote the use of eCare* technologies to reduce waste, lower costs, enhance patient safety and improve quality of care;
  2. Overcome policy barriers to the adoption and widespread use of eCare, telehealth, personal connected health, independent living technologies and personal medical devices and services that improve disease management, facilitate aging independently, drive innovation and empower individuals and patients to better manage their health and wellness;
  3. Support state and federal policy approaches that help support rapidly emerging eCare technologies; and
  4. Improve access via fixed and mobile broadband in all areas - rural, suburban and urban – to enable healthcare delivery through the use of health information technologies such as eCare, remote monitoring, chronic disease management and independent living.

*Continua uses the term eCare to refer to the class of health information technologies that can facilitate any kind of virtual visit or electronic connectivity outside of traditional office visits among patients, family members, and medical professionals. eCare includes personal connected health as well as telehealth.

Co-Chairs

 

Alice Borrelli

Director of Global Health and Workforce Policy, Intel

Alice Borrelli, Director of Global Health and Workforce Policy for Intel Corporation, works with U.S. and international policymakers on healthcare reform and Health IT issues with offices in Washington, DC, Mexico, Belgium, Japan and Australia.  During the US healthcare reform debate, she focused on insuring that reform included innovative technologies for care delivery including e-Care, remote patient monitoring and telehealth.  She also interfaces with government agencies worldwide to promote the adoption of viable electronic health records.    

As former Vice President of Congressional Affairs for AT&T, she represented the company on telecommunications, environment, benefits and labor issues.   For over a decade she interacted with Congress on the Telecommunications Act of 1996, Broadband issues, Medicare and Pension Reform, Internet Tax, and Telework initiatives.  

During her career with AT&T, Alice led an international marketing team while in consumer sales and provided legislative and regulatory guidance for AT&T’s state government affairs efforts.  

Prior to AT&T, Alice launched corporate public affairs programs for JCPenney including the nationally recognized Golden Rule Awards.  Alice has also served as a public affairs consultant for BGH&T, a private equity firm focused on health and technology solutions, the World Bank, the American Red Cross and the Cyber Security Industry Alliance.    

Alice currently serves as co-chair of the Continua Health Alliance’s US Policy Working Group, to advocate for interoperability and deployment of personal connected health technologies, holds the office of  Chairman of  Women’s Policy, Inc, supporting the women’s congressional delegation and serves on the Board of Advisors for the College of William and Mary’s Thomas Jefferson Program for Public Policy.   She has a BA in Government from the College of William and Mary and an MPA from New York University.  Alice lives with her husband and two sons in Oak Hill, Virginia.

 

   
 

Robert Jarrin

Senior Director, Government Affairs, Qualcomm

Robert Jarrin is a Senior Director of Government Affairs for Qualcomm Incorporated and represents the company on domestic policy, regulatory and legislative matters relating to wireless health and life sciences. Jarrin's areas of responsibility include health policy, FDA regulatory oversight, healthcare legislative affairs, CMS reimbursement and policies pertaining to health information technology. Prior to joining Qualcomm, Jarrin worked as a Manager of Strategic Partnerships for Ericsson Wireless Communications, served as a Law Clerk in the White House Office of Counsel to President Clinton and served as a Law Clerk and subsequent Consultant in the US Department of Justice to Attorney General Janet Reno. Jarrin holds a Bachelor of Arts degree in Government and Politics from the University of Maryland at College Park and a Juris Doctorate from Northeastern University School of Law.
